The docks are the entranceway to the City; strangers always arrive here first.

The Steam is the colloquial term for the factory district, where the smokestacks belch out smoke day and night and the economic might of Horizon grows day by day.

The ruins of the old Imperial government offices fill an entire district are an ominius reminder of Horizon's past, and the vast, sprawling, monstrous Imperial government which once dominated the world.

In contrast, the slums have always been a shambles, and nobody in their right mind would want to live here. Mind you, the ghouls seem to make the best of it in their little quarter, and if you're part of the Three Families the slums are like your own little fiefdom.

The trading district is a bustling hive of marketplaces, shops, auction halls, stalls, and other places, and is a neighbour of the craftsman's quarter where the artisans craft and sell their goods. If you can't buy what you're looking for over the counter in these districts, chances are you can find it down an alleyway.

Unless, of course, you're looking for something more esoteric. The so-called magic ghetto is where the alchemists and sorcerers ply their trade, conduct their researches, and win their little victories against the dark forces who would rule us all.

These districts make up the Lower City, where the hoi-palloi live. People of substance live in the Upper City's Noble District. And have a jolly nice time, thanks for asking, thanks to the close proximity of the Theatre District and the Imperial Gardens.
