This news covers events from the 1st of Summer's Glory to the 25th of Summer's Dusk - the day of the Riverview meeting. In each section, stories are sorted in roughly chronological order, although in the case of the Grapevine it's hard to tell precisely when rumours begin, and it's rare that anything appearing in the Pamphlet Gallery is dated.

"Noble" D'Avenant, Architect In Monarchist Shock

(The Liberator, 1st Summer's Glory 4021 HR.) As the election approaches, every freedom-loving member of Horizon is faced with the difficult task of sifting through the silver-tongued facades of its candidates; of wading through the muck of sweet syrupy promises drizzled over the common folk like so many warm fluffy citizen-cakes. Cakes who only wish for the warm buttery light of truth to shine through, revealing, if only for a second, the real motives and drives of those so hungrily grasping at that deluxe breakfast plate we call "power".

But what of those who greedily wish to hog this fabulous meal? Those who would use Lady Democracy like a naive country bar maid and then, casting her aside like so many dirty pint-glasses representing democracy, settle in for life.

I'm talking, of course, about monarchism. As unpopular a notion as it is among the common people of Horizon, it would seem some of our "upstairs neighbours" are pushing this very idea, using their noble influence to encourage the dismantling of freedom in Horizon. And it's all there in the public archives of the Goodly Chamber. Christopher D'Avenant, a man famous for his private nature, is revealed as a frothing monarchist. Countless records of public speeches find him passionately lobbying in support of electing a king to the Mayor's office. And who does he - on public record - enthusiastically endorse for this position? None other than... the Architect!

These records are available to all who would read them, but it seems that the common Horizoner isn't regarded as being smart enough to read a simple document. But we have been underestimated, and this investigator is confident that the people of Horizon will not stand idly by and have their liberties stripped by those without regard for the freedoms that EVERY citizen - regardless of class or rank - is inherently entitled to.

LUCRECIOUS CORINTH WANTED: DEAD OR ALIVE!!!

(The Horizon Post, 3rd Summer's Glory 4021 HR.) Shockwaves spread across the city as it was revealed by Watchdog investigations that not only was the FOUL FIEND Lucrecious Corinth responsible for the recent coal depot explosion, but that he has been dabbling in the DANGEROUS and POTENT art of FIRE SHAMANISM!!! It is believed by Watchdog investigators that Corinth used his HIDEOUS POWERS to sabotage the steam process that prevents such disasters. Worshippers of the FIRE are generally characterised as LUNATICS and NON-CONFORMISTS, and it appears Corinth fits the bill precisely. The destruction of the coal silo has led to economic crisis and it seems that Lucrecious Corinth shows no remorse for the individuals he has hurt or put out of work. Watchdogs have issued a warant for his arrest and have warned that the man is DANGEROUS and SHOULD NOT BE APPROACHED. We at the Horizon Post call for the good HONEST citizens of Horizon to stand up to those who dabble with the malign Powers.

The Famine - and How to Survive

(The Liberator, 4th Summer's Glory 4021 HR.) We at the Liberator feel the pain of the common man, deprived as he is of sustenance in this dark time. Thus, we have prepared the following advice for those seeking to keep their families alive over the coming months:

i) Look out for HPLF handouts. The HPLF will hand out supplies of staple foods as regularly as possible.
ii) Send your children to the Free Horizonite Schools Initiative. The free lunches there will reduce the burden on your family.
iii) Use group bargaining. When food is available, combine funds with your neighbours and try to get a bulk discount - this will help you all in the end.
iv) Protest regularly to government officials, preferrably en masse. If your feelings are shown to be strong enough, they will be forced to offer the relief they could trivially provide, were they bothered.

Press Release: Central Steam Project Bids to Become National Industry

(Full-page advertisement in the Horizon Tribune, 5th Summer's Glory 4021 HR.) The Central Steam Project, in conjunction with the Steam Union, wish to announce that henceforth the Central Steam Project will be known as the Central Steam Service, and that discussions have begun with the Treasury that, it is hoped, will lead to the nationalisation of the service.

The idea of the Steam Service is simple: rather than powering numerous small workshops and Grey devices around the city, Central Steam will be designed to become a city-wide heat factory, allowing all citizens of Horizon, on payment of a modest surcharge, to cheaply heat their homes and cook their food. It is the hope of the Heat Service that, through nationalisation, we can provide both a vital service to the citizenry and produce a large amount of revenue for the government through the Steam Tax.

It has been a longstanding concern of the Steam Union that the Central Steam Project, as originally proposed, was philosophically - and thus technologically - unsound, and detrimental to the cause of Grey technology and the working classes around the city. The Steam Union is pleased to be able to endorse the newly proposed Steam Service, therefore, and is also pleased to note the new management's enlightened attitude towards worker's rights. It commits to working hand-in-hand with the new management of the Service, confident that they will demonstrate more integrity than the old guard.

"Save the Mothers" Campaign Finds New Home for Misbehaving Orphans

(The Horizon Times, 7th Summer's Glory 4021 HR.) The Rosie del Orto Home for Disturbed and Dangerous Children, aided by Dockyard community leader Virros, has managed to house the most troublesome of the Butcher Street orphans taken in by pressure group Mothers Against Drugs and Prostitution, in a bid to save the Mothers - mainly middle-aged and elderly women - from being terrorised by ungrateful troublemakers determined to repay their kindness with cruelty.

Aided by Virros's "volunteer orderlies" - mainly employees of Mr Virros - the Home for Disturbed and Dangerous Children was able to round up a number of troublemakers and take them to secure accomodation in the Home, where an atmosphere of tight discipline will hopefully aid them in becoming productive and law-abiding members of society. In each case, permission was obtained from the Mother adopting the child in question before the child was taken in.

Edna Tibbs, a leading light of MADP, explained to us the reasons why she had her wards committed to the Home. "Naturally, I did my very best for them," she told us, "but sometimes, alas, the best just isn't good enough for the little dears. I simply can't provide them the love, care, attention, and beatings to within an inch of their miserable little lives they need. That's why they have to live in the Home now."

The initiative seems to have provoked a marked improvement in the behaviour of the Butcher Street children. Mina Stykes, the woman referred to as "Emily" in the Horizon Tribune's hard-hitting report on the abuse of the Mothers, spoke to us about the new discipline in her house.

"It all started after those horrible brats of Edna Tibbs were taken to the Home," she said. "That very evening, the boys came to me and apologised for their bad behaviour. I thought they were just saying that, but the next morning I woke up to find that they'd made me breakfast in bed and were cleaning the house from top to bottom.

"They still go out a lot, of course - they're attending the Free Horizonite Schools Initiative to better themselves - but they've also taken on part time jobs to help me pay for their room and board, which is awfully sweet of them. Last week Timmy earned dozens of shillings, a couple of fine leather purses, three pocketwatches and a revolver on his paper round. The day before yesterday Bruce gave me this lovely necklace - you know, like the one Lady Haversham lost a couple of days ago - and told me I was the best mother he and his chums had ever had. They even got me a new parrot."

A glorious success, then, for the Home for Disturbed and Dangerous Children and Virros!

Abomination In the Upper City - Heptarch Family Run Human Blood Sports Ring

(The Horizon Tribune, 8th Summer's Glory 4021 HR.) Throughout history, there have been certain members of Horizon's upper classes who have viewed it as their right to treat those of less exalted bloodlines as property first, and people second. The degree of unquestioned deference and independance from the law granted to those considered to be of the highest class has nutured such views. This ground-in cynicism, this sneering rejection of a thousand thousand souls, this negation of human value for an accident of birth; all too often it comes to the surface in our so-called betters. When it does, the result is most often a grotesque rejection not only of the laws of Horizon, but also of any common law of humanity. Throughout history, scores of lives have been broken and annihilated for the satisfaction of the greed, boredom or lust of one of that most dubious of elites, Horizon's aristocracy.

It is now clear that for the last twenty years, a particularly grotesque example of such arrogant disregard for the lives of those hailling from the Lower City has been played out at one of the numerous country "retreats" to be found beyond the city limits. The corruption reaches even to the highest levels of our society. Since the Year of Chaos, the Heptarchical family of the del Ortos have run, on a commercial basis, a sport known euphemistically as "extreme skylarking". In truth, it is an illegal duelling and gambling ring, seasoned liberally with so-called "snuff" bouts. The latter is a familiar term to those frequenting the less reputable illegal duelling pits in the Slums - a duel is purposely set up between an experienced fighter and an amatuer, and fought to the death. The main pleasure is in watching the agonisingly violent end of the newer duellist, although copious side-betting over the style and timing of the death is common. At their country estate the del Orto family have added a novel "gimmick" to these murderous games by raising the participants on clockwork wings. Invented by the previous Duke del Orto during the Year of Chaos to cash in on the popularity of the then-new sport of skylarking, the operation has been expanded and professionalised by the current duke, Lucius. The principle is a simple one. Trained fighters and aristocrats duel on clockwork wings, creating a centrepiece for a highly profitable upper class socialising and gambling occasion ("nothing to beat a day at the races"). For the "snuff" bouts, agents of the del Orto family find men in the Lower City who are down on their luck, and offer them what seem to be large sums of money. The men compete in skylarking bouts, masked, against professional fighters. When they inevitably die, their bodies are dumped in the Lower City, and their families are "rewarded" with the money, paid via the obscene joke on a charitable institute that is the del Orto Foundation - an institute which is, in fact, merely a front for these payouts of hush money. While it does seem that most "snuff" victims are aware that they are effectively committing suicide in return for a comfortable pension for their family, there are also indications that this is not always the case.

These are not baseless accusations. The evidence, a file on which has been handed to the Mayor's office and the Loyal Order of Hounds, is overwhelming...

[OOC: Goes on to describe a long list of facts that do, indeed, seem overwhelming.]

It comes as no surprise that the Duke has fled the city. In conclusion, this correspondent can only hope that the city authorities ignore the social standing of Lucius del Orto, the engineer of massacre in an ermine robe, and do their sworn duty.

STOP PRESS: Prior to the publication of this article, the Horizon Tribune received a communication from lawyers representing the del Orto family, threatening legal action if it was published. The editorial board refused to stop publication. Since Mr. Renton submitted this article, the dossier he handed to the authorities has been examined. As a direct result of the material published here, a warrant has been issued for the arrest of Duke Lucius del Orto for trial before the Goodly Chamber. In consultation with the Goodly Chamber and the Ambassadors of the Four Nations, the Mayor has stripped the del Orto family of their status as Heptarchs and aristocrats. On the advice of the Goodly Chamber's genealogical office the family D'Avenant, headed by Baron Christopher D'Avenant, have been raised to the Heptarchy.

HPLF Food Handouts a Success

(The Liberator, 9th Summer's Glory 4021 HR.) In times when our city's crooked government and "benevolent" plutocratic overlords see fit to allow the poor to starve in the streets, aid has come from the most unlikely quarter: the HPLF. Masked men purporting to be from the HPLF have been visible more and more on the streets, handing out free food packages containing the bare essentials for peoples' health: bread, cheese, and dried fruit.

When questioned, one food distributor said: "The HPLF has the health of Horizon's common man at its heart. If the government won't lift a finger to feed the poor, it's clear that we'll have to do the job instead."

Even the city's Watchdogs have, this time, refrained from arresting any of the men openly touting HPLF values and calling for the destruction of the city's power structure. "For once, they're doing some good" admitted Constable Andrew Plover. "We can hardly stop them from handing out free food, no matter what they say while doing it."

King Wolfson Expects Victory In Irgar By Horizon's Day

(The Horizon Tribune, 11th Summer's Glory 4021 HR.) Once again, the tide of the Irgarim civil war has changed. A new weapon, developed by the Grey Order and provided to King Wolfson's Deep Stone tribe, has been brought onto the battlefield.

The Grey Gun is a heavy, two-handed weapon roughly the size and shape of a chimney-pot. It is linked via a hose to a backpack-mounted Grey Engine, which powers the device to rotate at a high speed and load and activate an array of clockwork guns in succession, firing a deadly hail of bullets into enemy lines. It has now been revealed that these are the devices previously used to destroy the Broken Jaw division which approached the Citadel of Steam.

Casualties from this new attack have been devestating, with the formerly flagging Deep Stone now making great gains. Despite the gun's disadvantages (they are back-breakingly heavy, riotously noisy and make the user into a much larger target) Broken Jaw lines have been breached in several places.

General van Klaus, a Broken Jaw strategist, told the Tribune: "Yes, the Deep Stone have made great strides recently with this new Grey devilry. But I am not foolish enough to think that the war is over yet. Any squad containing a Grey Gunner will be slowed to a crawl, making them an easy target for cannonfire or concealed snipers. Nontheless, this will force us to rethink our strategies." The General offered no comment when we enquired about rumours that vehicle-mounted Grey Guns had been seen in operation in remote areas of Irgar.

After receiving reports of the carnage caused by a Grey Gun attack, ambassadors from Vegdarbarra, Jurica, Horizon and Lasinia have unanimously condemned the use of the weapon, and are putting pressure upon the Order to dismantle and hand over all Grey Guns currently in existence. The Order have yet to comment.

Documentation Suggests Irregularities In Central Steam Accounts

(The Liberator, 13th Summer's Glory 4021 HR.) The Liberator has received financial records suggesting irregular accounting practices on the part of the former owners of Central Steam. While we hasten to add that the current management of the Central Steam Service seems to be operating in a decidedly above-board manner - something of a fluke for the Steam - we have to wonder what dubious projects the Merchant's Arm were funding on the side, using Central Steam as cover. We are continuing our investigations and we hope to bring you a full report in the coming months.

Oh, yes: we'd also like to point out to the Merchant's Arm that copies of the financial records have been put in some very safe places here and there about Horizon, and will be released to the Treasury should any action be taken to hamper our investigation or the publication of our findings. Don't get any ideas.

Mount Kania Reawakens

(Occult Correspondences, 15th Summer's Glory 4021 HR.) Natural philosophers are baffled by the recent resurgence of activity in Mt. Kania, a volcano thought to be long extinct located on the Vegdarbarran border. It is believed the last eruption of the volcano occurred some 500 years ago, when a small settlement once located at the bottom of the volcano was believed to have been wiped out. The volcano itself, however, was believed to have ceased any activity until it was noticed to be producing smoke and vapour by a team led by Professeur Braxton from Horizon University, who were there studying the fossilised remains of the settlement that once existed at its base. He is quoted as commenting, “an event like this is very much unprecendented. I have been studying the nature of volcanic rocks for many years and this is one of the few times I have witnessed something like this. We are currently investigating the root cause of the event and any possible link to the Powers.”

Fires Break Out In Slums and Trade

(The Underworld Intelligencer, 17th Summer's Glory 4021 HR.) Chaos was unleashed on the border between the Slums and the Rat-controlled regions of the Trade District earlier today, as Family and Dockyard Rat goons simultaneously turned on each other, setting fire to buildings, knocking over stalls and smashing windows. The violence was unprovoked and quick, leaving a path of wounded thugs and vandalised property.

Our sources are unable to find a reason for these attacks, but do report that tensions between the Family and the Rats are at an all-time high. We'll keep you posted.

Avenant Feeds the People

(The Horizon Times, 20th Summer's Glory 4021 HR.) Rarely is the docks crowded as it was earlier today, with so many people lining the jetties with their eyes staring out to sea for sign of sail; soon, however, we saw a great line of white spots in the horizon, getting larger until it could be made out as the fleet of local merchants - led by Michael d'Avenant - returning with their ships laden high with cargo. As they pulled into shore the dockhands busied themselves unloading the much-needed food supplies, which were quickly taken up by the eager crowds. This assistance by Michael d'Avenant has been of great help to the people of the city in their time need and has substantially helped in lessening the rationing and shortages that were in place.

Horizon Accuses Vegdarbarra of Breaching the Last Treaty

(The Horizon Tribune, 23rd Summer's Glory 4021 HR.) In a shocking report from our foreign correspondents from beyond the Wall, it has been alleged by scouting parties and, later, forces of the Mayoral Legions that Baron Yuri von Litkinstein, not satisfied with his absolute control of vegdarbarra, has set his sights on the Treacherous Lands as a means of expansion and has established a Vegdarbarran colony beyond the Wall. This, in the view of Horizon and much of the diplomatic community, is a clear breach of the Last Treaty.

Signed by the Four Nations and the city of Horizon at the end of the Last War, most legal authorities concur that the Treaty's fine print states that Horizon is the sole nation with the authority to control passage through the Wall and to establish colonies in the Treacherous Lands, in recognition of the delegation of this important duty to Horizon by the Gods at the dawn of time and by the Intercessor at the start of the First Age. Although the Treaty was signed for Vegdarbarra by Captain Qveton, who was later overthrown by rival warlord von Litkinstein, Litkenstien did latter sign the last treaty in 4000 HR in order to be recognised as the true leader of Vegdarbarra, and so is bound by the Treaty.

In response to the alleged violation scouting parties and other forces from the Vegdarbarran colony have been apprehended by New Horizon forces with the help of the Mayoral Legions. The prisoners have been taken to Horizon, where they face trial for breach of the Last Treaty; diplomatic staff from Jurica, Lasinia and Irgar have been invited to see the prisoners, interview them, certify that they are being held under humane conditions and see other evidence of Vegdarbarra's activities.

In response to these accusations, Baron von Litkinstein has sent a letter to Horizon saying "our expansion into the Treacherous Lands is in no a violation of the Last Treaty, which only cedes control of the Emperor's Gate to Horizon. The land was unclaimed territory which we have now claimed and will retain by right of conquest. Furthermore, any action taken against our colonies will be considered an action against vegdarbarra and will as such be considered an act of war. We demand the immediate return of all Vegdarbarran forces taken prisoner."

Angus Wildwool, esteemed military historian, spoke to the Tribune to explain how the Vegdarbarran trans-Wall colonies may have been established:

"We know that breaches in the Wall have appeared here and there in Vegdarbarra in the past - documents of the time suggest that the Second Age's War In the Wastes, back in 1000 HR, was a fight against Treacherous creatures who had found these breaches and were invading the True Lands through them. Of course, for years since that war the forces of the Treacherous Lands have been reluctant to pass through these breaches - aside from some nasty wards placed by the Emperor back during that War, there's also the fact that they'd have to face hordes of angry Vegdarbarrans on the other side. It seems that von Litkinstein has either sent some of his men through one of those holes, or has made a hole of his own."

With tensions high between all nations of the True Lands, and von Litkinstein refusing to back down, the mood in the diplomatic quarter is described as "bleak".

Steam Tax Approved, Taxation Working Group Proposes Tax On Foreign Ships and Independent Air Taxis

(The Horizon Tribune, 1st Summer's Dusk 4021 HR.) The Treasury has approved the much-discussed steam tax in a measure which is seen by a few as a slap in the face to the beleaguered Merchant's Arm, but by others as a vital step in putting Horizon's finances in order. The measure was cautiously welcomed by Steam Union spokesman Mr Wallace "Gaffer" Park. "So long as factory owners don't make the mistake of trying to pass the burden of the tax onto their workers in the form of reduced wages we're all for it," he told this newspaper. "We've already had assurances from the Central Steam Service that they won't do this, and since they're liable to incur the largest steam tax charges we're glad that they are setting a good example for the rest of the Steam district."

Meanwhile, the newly-formed Taxation Working Group has been studying a variety of new proposals. An increase in harbour duties for foreign-registered ships has been proposed, in order to encourage merchant shipping to register as Horizon vessals, thus providing the Treasury with a steady income stream as opposed to sporadic income only when they are in port. Another proposal is a tax on independently-owned flying taxis; whilst most flying taxis in Horizon's skies are owned by the government and rented to taxi drivers, a few wealthy individuals have been able to purchase taxis of their very own from the Grey Order. It is felt that a tax on such independently-owned vehicles shouldn't be too much of a burden on anyone who can legitimately afford such devices, and would allow the government to keep track of who precisely is flying in the city.

"DOOM-AID" A SUCCESS - EXPERIMENTAL MUSICIANS BOOST ANARCHOLES MAYORAL BID

(The Horizon Post, 3rd Summer's Dusk 4021 HR.) The Horizon Post staff know a party, or at least very heavy drinking with lots of people, when they see it. But last night's party at the Dark Tower on the Docks in aid of the Anarcholes the Black's Mayoral Bid was something else again. For the first time in Horizon's history, the Horse Guards were called in to a public event held by a Mayoral candidate, usually noted for nothing more rowdy than impolite heckling. Although officers later admitted that the response was an "overreaction", the Ministry of Public Works still served several orders ranging from "Public Nuisance" to "Prevention of Terrorism" on the Dark Tower premises this morning. Like I said, one hell of a party.

Organised by die-hard Anarcholes supporter (and daughter) Eristopheles the Black, the event had invited musicians from across the Four Nations to perform at the Dark Tower, in return for a piece of Anarcholes' (undoubtedly high) public profile and a cut of ticket proceeds. The rest of the pot was to fund Anarcholes' bid for Mayor. In the event, most of the musicians to turn up were the loving craftsmen of the so-called "Metal" music. As far as anyone can tell, its main virtue is the brutal abuse of modified pitch tuners to make it very, very loud. The audience thought so too, but they undoubtedly loved it. The groups of musicians appeared to have taken their lead from Anarcholes, presenting lyrics filled with DOOM, DEATH, VIOLENCE, and INCESSANT PROFANITY; most, though, claimed that Anarcholes was "just one influence" on their "varied lyric body". Several groups also told me to "Go **** yourself with a metal ***** until you *******". A group playing harps and claiming "love and the Intercessor" as their inspiration went home early, crying.

The Loser himself, Anarcholes the Black, gave us this message: "All I can hear is doom! Honestly! I actually can't hear anything else! It's the best day ever! I win!" before gently dozing off over the bar.

Mogul and Daddy's Girl Open Trade With Adhania

(The Horizon Times, 5th Summer's Dusk 4021 HR.) Long have relations between Horizon’s Ghoulish community and their Treacherous Land counterparts in Adhania remained at arms length. However, recently this was seen to change as Ghoul Headman, Sternos, encouraged prominent businesspeople in the Steam to consider trade of factory-produced goods in exchange for food with the Ghoulish nation of Adhania. His suggestion has been embraced by mayoral candidate, Jessica Waite, who spoke to Merchant’s Arm members about the need to bring food supplies into Horizon. The Mogul, Ian Loveday, likewise has spoken enthusiastically about opening trade relations with Adhania. In addition, numerous other Merchant’s Arm members have become involved, and despite criticism from cynics who oppose the idea of trading with cultists, the first expedition has returned to bring much-needed relief to the starving citizens of Horizon. The success of the trade has also enabled a number of struggling factories in the Steam to get back on their feet in light of the recent economic crisis.

Whilst the economic crisis is not yet over, the opening of trade with Adhania and the good progress made on reopening the railway route through the Western Pass seems to have brought the food shortage to a swift close. [OOC: Food is now a trivial purchase once again.]

Questioning Sternos: Democracy In the Ghoul Quarter

(The Horizon Tribune, 8th Summer's Dusk 4021 HR.) Last Thursday, this correspondent was honoured to be in attendance at one of the open-air public meetings that have considerable influence over the government of our city's Ghoulish community. The subject was the action by the community's Headman, Sternos, to make contact with the Ghouls living in the trans-Wall nation of Adhania. The main speaker was the respected elder and Circleman Rwatha, known (I was told) as a conscientious critic of Sternos. The theme of his speech was the cultural acceptance of cultism among the Adhanian ghouls. While he praised Sternos for his attempts at conversion of the Adhanians, he went on to question - at some length - the Headman's other actions in relation to the cultists. He proposed that any communication with cultists, and with people who tolerate cultists in their midst, must necessarily be coloured by their beliefs; that such people could not fundamentally be trusted, for even if they were, in themselves, trustworthy, they had made themselves the pawns of intelligent and malign entities of unknowable power that had practiced manipulation and deceit for countless ages. He saved his sharpest criticism, though, for the Headman's policy of bartering modern Horizon-built weapons with the Adhanians for food. As he pointed out, putting good weapons in the hands of minions of the Gods was a recipe for terrible bloodshed. He finished on the theme that Sternos is, in a sense, the face of the Ghoulish community; and involving the community in activities such as trade with cultists was a serious error of judgement.

Your correspondent was able to talk with a few of the audience following the meeting. Although characteristicly taciturn when speaking to an outsider, the general feeling seemed to be one of agreement with the points made by Circleman Rwatha. Where cultists are concerned, your correspondent is also inclined to agree...

Our reporters are SHOCKED to discover that Dockyard businessman Virros is, in fact, an OUTCAST GHOUL, shunned by his fellow corpse-eaters and expelled from Ghoulish society. REJECTED AND DISDAINED by his peers for his GROTESQUE DEFORMITY - the gentleman looks like a human - Virros is FURTHER DESPISED for his chosen career path.

And yet, what a career path! Working industriously to provide a smashing ENTERTAINMENT HOTSPOT in the Docks, seen by many as a PILLAR OF THE COMMUNITY, active in many NOBLE PROJECTS such as his "Save the Mothers" campaign, how can we begrudge this poor-boy-made-good a WARM PLACE in our hearts? Truly, Virros's story is a RAGS TO RICHES SAGA which will prove compelling, tragic, and controversial should he ever decide to write his memoirs.

Trans-Wall Hero Arrested for Smuggling, Black Hats Raided

(The Horizon Times, 12th Summer's Dusk 4021 HR.) A sad day for trans-Wall exploration as Joshua White, praised in these very pages a few months ago for his heroism in the rescue of Bernard von Jäger, was arrested last week for drug traffiking. Caught red handed with a considerable quantity of bad-quality "Vegdar-Dust", the erstwhile hero gave himself up without a struggle. A statement from the Watchdog officers responsible for questioning White indicated that he told a tale of poverty and foolish decisions, of a life gone tragically wrong, that had led him to exploit his trans-Wall connections to earn illicit income on the drugs trade. He had also, apparently, been 'very cooperative'. What that meant was not described. However, multiple raids were yesterday carried out on various premises of the Black Hat Trading Company, a major trading concern in New Horizon with connections on this side of the Wall. This paper finds no coincidence in the fact that the CEO of the Black Hat Trading Company, one Jessica MacIntyre, has been described by sources within the Watchdogs as a "childhood friend" of Joshua White. An arrest warrant is expected to be issued for Ms MacIntyre in due course, although for the moment she remains at large...

The Watchdogs, in conjunction with the Governor's Militia of the New Horizon colonies, have issued a warrant for the arrest of McIntyre, and are offering a bounty of ONE HUNDRED GUILDERS in return for her successful capture. Bounty hunters are warned that McIntyre is wanted ALIVE and that NO REWARD will be paid if she is killed.

Virros's Place Attacked By Armed Vigilantes

(The Underworld Intelligencer, 14th Summer's Dusk 4021 HR.) One of the most prestigious Shoreleave House franchies in the Docks was today attacked by forces believed to on the payroll of the Merchant's Arm. The attack on Virros's establishment took place in the early hours of the morning, when business at the house was fairly slow. The exact motives behind it remain unclear. It is believed that the Merchant's Arm were looking for someone or something believed to be within the establishment; however, Dockyard Rats forces managed to repel the Arm with a combined effort from many groups within the Docks. This has led to speculation as to whether the Dockyard Rats may be harbouring something belonging to the Arm, or whether the Arm is planning on expanding its influence within the Docks after the recent decline in steam trade and the increase in coal prices.

Our sources say that Virros's establishment was not damaged during this assault, and that business is continuing as usual. Virros has drafted in additional protection from prominant Dockyard figures, including asking the Avenant crewmen patrolling the Docks to keep an extra eye on his place of business.

Merchant's Arm to Blame for Steam Bombings

(The Liberator, 15th Summer's Dusk 4021 HR.) Believe the tissue of lies no longer, for the Liberator is now pleased to reveal the true culprits behind the bombing of Central Steam.

That's right - the Merchant's Arm themselves. Who else but the Arm would have the moral bankruptcy to cause an economic crisis simply to line their own pockets?

The Liberator is pleased to reveal orders from a Paul Smith, joint CEO of Smith, Smith & Smythe, instructing a "Mr. X" upon inner details of the security system and machinery powering Central Steam, followed by the chilling line: "You know what to do."

We say: Wait no longer! The Merchants' Arm must be smashed!

Jonas Campion to Blame for Steam Bombings

(The Horizon Times, 16th Summer's Dusk 4021 HR.) It is not often that the Horizon Times feels the need to comment upon the editorial policy of less professional newspapers, but in this case when an outright slander is made it is necessary. In their issue of the 15th, Summer's Dusk, the Liberator published an article entitled "MERCHANT'S ARM TO BLAME FOR STEAM BOMBINGS", claiming to have proof that the Arm were responsible of the destruction of Central Steam.

One would think that the diligent journalist responsible for unearthing this evidence would have presented a copy to the city's Watchdogs, so that the criminals could be apprehended. And yet Paul Smith still walks the streets of Horizon a free man.

Why is this? Could it be that the Liberator have, once again, fabricated proof of their political enemies "wrongdoing"? Surely not.

Incidentally, the Times is pleased to reproduce here letters written between several leading members of the Sons of Richter, detailing discussions with Jonas Campion - discussions during which Campion proposes an attack on the Times and our owner, Ian Loveday, to the Sons, attacks which were carried out in due course. We also reproduce an anonymous letter received by various community leaders detailing Campion's role in the destruction of Central Steam, and a letter written by scholarly alchemist Taran Vallrax to various alchemists throughout the city, urging them against selling Fire essence to Jonas Campion "since his excessive enthusiasm to purchase the stuff suggests some nefarious purpose for it". Copies have, of course, been forwarded to the Watchdogs to aid in their investigation.

Raid On Dockyard House of Pleasure Provokes Clashes

(The Horizon Tribune, 19th Summer's Dusk 4021 HR.) One of the most prestigious Shoreleave House establishments in the Docks was raided today by the Watchdogs, who beleived that the house might be harbouring illigal substances and supplying them to customers, and - more sinisterly - secretly giving these substances to customers without their knowledge, thus addicting them against their will.

The raid was made by the WBI, who were embarrassed to find no evidence of illegal substances within the premises. With the establishment's owner, Virros, being a popular community figure, and with the recent raid by vigilantes on the premises mere days ago still fresh in the minds of Dockyard residents, it should come as no surprise that an abrupt - and apparently mistaken - WBI raid should ignite the heightened tensions in the area. WBI forces found themselves trapped in the Shoreleave house having forcefully entered it, under siege by those who belived the house to be under attack yet again by hostile groups; whilst the WBI agents had lawful warrants for their search, which was authorised by Ryan Columna, naturally the angry Dockyard residents were in no mood to listen to excuses.

The chaos seemed to be abating when a third group of attackers, appearing to originiate from the Slums began attacking the Dockyard residents outside the house. In the confusion the WBI agents were able to make their escape, seeming to have very little problem getting past this third group.

The Watchdogs have issued an appeal for calm and stressed that such investigations are in the best interests of Horizon, and that the WBI acted upon the best intelligence avaliable at the time. No further action is expected to be taken at the moment.

Poll Shows Demagogue In Lead As DCH Primary Approaches

(The Horizon Tribune, 20th Summer's Dusk 4021 HR.) In a month and five days' time, on the 25th of Autumn's Dawn, the Democratic Congress of Horizon's Primary ballot will take place. Open to all citizens of Horizon, the intent of the DCH Primary - brainchild of David Wright, the Demagogue - is to present the Moot of Years, come Horizon's Day, with a candidate who can legitimately claim to have a democratic mandate from the people of Horizon. This is liable to be a powerful bargaining chip when the candidates come before the Moot, and with two major candidates - the Architect and the Mogul - throwing their hats into the ring alongside the Demagogue, the Primary has become the most exciting event of the electoral year - bar the election itself.

Bad news, then, for the Architect (Mister Faithman) and the Mogul (Ian Loveday): the latest polls suggest that the Demagogue is in the lead, thanks mainly to his endorsement by the Steam Union, the DCH, the HPLF (growing in popularity and influence thanks to its food drive) and various other working-class causes within the city. Having sworn an oaths to pull out of the Mayoral race and support the winner of the DCH Primary if they lose the ballot, the Architect and Mogul must be deeply concerned.

In particular, the Architect's campaign is in need of a boost: whilst he remains a potent public speaker, and has consistently taken first place in our polls so far, the Architect's standing in the public eye was damaged when he completely failed to take any action over the recent food crisis. The Mogul's stance in the Tribune's polls has strengthened considerably since his trading mission to Adhania to bring back foodstuffs, and the Demagogue won the approval of many influential bishops within the Church of the Intercessor after he volunteered at one of their soup kitchens this twomonth - since the Withdrawn Cardinals almost never make their opinions known in Mayoral elections, this is as close as David Wright can expect to get to Church endorsement.

With the Demagogue on 33%, the Architect on 28% and the Mogul on 23%, there is still a sizable "undecided" vote which could easily win the ballot for any of the candidates.

Watchdog Reshuffle Places Illegal Organisations Under WBI

(The Horizon Tribune, 22nd Summer's Dusk 4021 HR.) In a major move today, the Watchdog Committee along with the Loyal Order of Hounds announced that the Department of Illegal Organisations would become a subdepartment of the WBI (Watchdog Bureau of Investigation), with the Comissioner for Illegal Organisations reporting to the Head of the WBI. The current Comissioner - Ryan Columna - has been assigned the role of Head of the WBI while Captain Daniel Bradley has been appointed the new "Walking Corpse" from his former position as a member of the Republicans and captain of a Kennel in the Steam District.

This move has come in the wake of the food crisis and numerous street riots breaking out across, the city combined with several terrorist attacks in the Steam district. The Loyal Order has said that this reorganisation will allow better communication between the departments and thus will allow coordination of efforts to prevent such situations occuring in the future.

Election '21

A regular column discussing the upcoming election.

(The Horizon Tribune, 25th Summer's Dusk 4021 HR.) Once again, it's time for our usual roundup of the doings of the more obscure Mayoral candidates.

Top of the news agenda today is the withdrawal of the PATRIOT, Victor Lorcam, from the Mayoral race. With immigrants from the Deep Stone, Raging Sky and Broken Jaw tribes of the Irgarim fighting in Horizon's streets, Lorcam's earlier policy of military intervention in Irgar has been attacked by other Mayoral candidates and - in a surprise move - the former Irgar ambassador to Horizon himself, Bjorn Svensson. "Not only would military intervention in Irgar be a disaster for Horizon," Mr Svensson told the Tribune, "but Mr Lorcam's rhetoric can only have stoked the fires of resentment between the Irgar immigrant communities within Horizon itself. He must take some of the blame for the riots last twomonth." "Irresponsible, populist, and wrong-headed," said the Demagogue at a recent speech. "That's how I'd describe Lorcam's endorsement of the Soldier, and that's how I'd describe his stance on Irgar." The general public seem to share his sentiments.

With the accusations of warmongery flying, it is believed that the final nail in Lorcam's electoral coffin was driven home by the embassies. Rumour has it that the embassies have told Lorcam through discreet channels that he would not be receiving their endorsement for Mayor, and that he could save himself the embarrassment of being thrown out of the race by resigning himself. Whatever the reasons behind the Patriot raising the white flag, all was quiet at his campaign headquarters today and his team of supporters were glumly holding a sale of second-hand office furniture on the pavement outside.

Meanwhile, the HOUND (Commissioner Hess) has continued her investigation of DADDY'S GIRL (Jessica Waite) over the accusations of Star shamanism. In a curt statement recently, the Hound stated that she had so far found "insufficient evidence to make charges, but sufficient cause for concern to continue the investigation". Rumour has it that the Hound has put out a request for alchemists to study Daddy's Girl for a heightened affinity for the Stars; it is not yet known whether Daddy's Girl will submit to such a procedure. In a related note, both the Hound and Daddy's Girl were able to submit their petitions this twomonth. The Hound's petition hit the streets late, due to the Hound's busy work schedule, but the speed with which it was completed suggests a high level of popular support for her "clean up the streets and clean up the government" stance. Meanwhile, our sources in the noble quarter suggest that Jessica Waite's often-abrasive manner made it difficult for her to gain the necessary signatures from aristocrats. "She's a terrible bore at parties, you know," said one duke we spoke to on condition of anonymity, "and she has this cold, chilly manner. Hardly the sort of person who's liable to charm anyone around here."

Sophitia Hunted

That girl of Virros's... Sophitia... she's in big, big trouble. It's fairly quiet, but there are government agents combing the city for her. And that's not all. They've persuaded her own gang, the Dockyard Rats, to join in. You'd think with the government and the masters of the Docks out looking for her, she wouldn't stay free too long. But no. She's still out there, somewhere, and they're still looking for her... seems she knows she's wanted, as she hasn't been seen at Virros's place, or anywhere else, for a good long time.

Kellor Wedding Postphoned

Seems like Christopher Anseer's going to have to wait a little longer for... you know. Hmmm? Wassat? Well, I meant he was going to have to wait for high office in the Family. Emily Kellor's postponed the wedding between Anseer and Jessica Kellor, and word is she's seriously thinking of calling it off. There's been some trouble, apparently he used Merchants' Arm money in the sewer repairs earlier this year... and something else is up, but no-one's quite sure what. Either way, he's going to have go without... mob influence... until he can get back into the Queen's good graces.

Mahmoud's Favourite Concubine Goes Missing

She's gone! Kidnapped by villans unknown. Mahmoud's gonna go crazy when he finds out. That Kiara al Shur was his favourite girl in his harem; she organised all the girls for him and he trusted her with his best clients. He's not gonna stand for this, that's for sure...

Avenant's Men Thick On the Ground

So, don't get me wrong, I'm glad Avenant's men are taking care of things during this... difficult time. They've pushed the Boys out of Trade altogether - at least for now - and yeah, maybe they did fight with those Family goons, but I reckon they were provoked.

But sheesh, I never realised he had quite so many goons working for him. He's got his own private army out on the streets these days, half in Trade and half in the Docks. Now, I don't mind a bit of free security myself, but I hear there's rumblings. If he's taking on security detail for the entirity of the Rats, does this mean he has ambitions? Because now I owe him a favour, and plenty others owe him big too, and Virros owes him a bundle, all thanks to his generous work keeping our hides safe. When's he going to call it in?

Fast Jim Pulls a Fast One?

You'll never believe it. That slippery bastard Fast Jim has left Inmack's Boys for good. Yeah, I thought he was Inmack through and through, but I hear his loyalties are lying with the whiskered, furry ones these days. No, I mean the Rats, you goon. I just hope for his sake he knows how to keep his head down. The Boys really aren't going to like Jim leaking all their secrets.

Under-Chamber Expels Hidden Mob Representative

They ousted him! By popular vote they booted the Hidden Mob's rep out of the Under-Chamber - in the very session he was presiding over! He protested, obviously, but he really must have pissed everyone off if he got ganged up on like that; either that, or someone is throwing around some really heavy bribes to get the Under-Chamber to do what they want. Humph, doubt it'll make much difference really, I hear the Hidden Mob have pulled some kind of clever stunt to make sure their new rep will toe the old representative's line...

Ryan Columna Has It In For the Rank and File?

Say what you like, however he used to be old Ryan's taking a turn for the worse these days. He's let the power go to his head, I tell you - locking himself up in the bottom of the WBI building and surrounding himself with all those Kraelings. And then he goes and dips into the Watchdog funds - our funds, mind you - to get himself a fancy-pants new Grey car. Him with a new car while it's only the dried-up mud that's holding my boots together! Something's gotten into him, I say - he's forgotten what it used to be like to be rank and file, got it in for us, he has.

Did the WBI Assassinate the Sons of the Vegdarbarran Ambassador?

Hey you! Yeah, you! You wanna know who killed them Vegdarbarran boys? You know, the sons of the ambassador? It was a Kraeling. Well, who else could tear through people like that without a firearm? I'm telling you, it was one of them filthy Kraelings. And you wanna know what else? He was also an agent of the WBI! Look, it stands to reason - Ryan Columna is a big shot right? Can't be completely legit, can he? Those boys found out something about him that he didn't want finding out, so he off'd them with one of his agents and tried to make it look like some horrible monster was stalking the streets... well, some *other* horrible monster anyway. What do you mean how do I know all this? I got my sources, right? What? I ain't telling a nosy parker like you who they are! Now clear off!

Mahmoud "Retires"

Mahmoud has gone at last - retired due to the stresses and strains of work... At, least that's the official line being put out by the Rats. Nobody really believes this "retiring" lark, of course, but you've got to respect how quickly and cleanly they've put him out to pasture. All that trouble the last twin moons... I'm not surprised he's gone. You can't get rid of a third of your group on the toss of a coin and expect to get away with it. All that power must have gone to his head. I heard he even demanded that Quickpistol and Betts kneel to him. Little odd though, usually leaders are offed and dumped in the river with the silvers in their pocket, so maybe he actually did decide to retire. Or maybe the Rats want to keep up appearances - yeah, as if they're not bloody-handed thugs like the rest of us in the end...

Rats Push Boys Out of Trade

"Hey Phil, I've seen a lot fewer Boys' thugs around of late."

News Sources

So that you can make a decision on how much to believe each news source, here's some details on the various peridoicals.

The Town Crier

The Town Crier is a dull, dry periodical which publishes official proclamations from the government and the Embassies, notices of births, marriages and deaths amongst the upper classes, transcriptions of debates in the Goodly Chamber, and other such official business. Few people actually read it, although many journalists consult it when they want to find out the official take on a particular issue.

The Horizon Tribune

Super-respectable periodical; never under-researches its facts, never skimps on in-depth analysis, does not report on frivolous issues. Has all the right opinions on politics; supports Colonel Zero broadly, but far from unconditionally. Held up by the great and good as an example of everything that's right about journalism. Lots of people have it on their coffee tables to impress visitors; many, many fewer actually read it. Old numbers are usually popular with the Beggars, too.

The Horizon Times

Owned by Ian Loveday, the Horizon Times is beloved by the upper classes since it can be relied on not to stray too far from opinions they hold themselves. It is something of a mouthpiece for Loveday, although he is careful not to abuse this too much; it can usually be trusted when it isn't talking about its beloved owner, but readers should be careful of its subtle political bias.

The Horizon Post

Utter rag. The events reported on the first few pages occasionally bear some resemblance to things that actually happened, though with few facts and more "hilarious", or enraged, commentary. After that, the paper's avowed purpose to "bring you the TRUTH on the hidden world of the supernatural" means that the stories tend to come from bored peasants or drunkards paid to talk about their "experiences" with Shamans, Gods, Treacherous Beasties, Fae, the Emperor, whatever. Very occasionally, one of these stories is actually true, although this is more or less coincidence.

The Horizon Illuminator

The Illuminator matches its great rival (the Post) for sensationalism, but specialises in gossip, innuendo, and scandalous allegations as opposed to the supernatural. It is another newspaper owned by Ian Loveday, and is somewhat more blatant about pandering to his views than the Times is.

The Underworld Intelligencer

Another muck-raking scandal sheet, along similar lines to the Horizon Post and the Horizon Illuminator, which has recently become prominant. It is notable mainly for its willingness to name individuals and organisations outright, a step many reporting on Horizon's criminal underground are somewhat unwilling to take (rightly fearing reprisals); as such, while it has the morals and ethics of a gutter newspaper, it is effectively an underground rag, having been driven into secrecy by fear of the mobs rather than by governmental disapproval.

The Liberator

The mouthpiece of the HPLF, the Liberator is subversive, anti-authoritarian, and fashionably dangerous to read. Burn it or pass it on after you've finished with it, and don't let the Watchdogs find it on you. It is also referred to as the "Lirbatore" by spiteful critics of its editorial eccentricities.

Skylarker's Monthly

The newest publication to hit the streets, Skylarker's Monthly is doing a roaring trade amongst the many devotees of the new sport, as well as bookies seeking the latest information on the competitors.

Fitzkarald Monthly

Fitzkarald Monthly is the official in-house publication of the Fitzkarald Opera House and is widely-read in theatrical circles.

The Amateur Natural Philosopher's Periodical

This highbrow magazine is an earnest attempt by University academics to present the latest discoveries in natural philosophy, alchemy, esoterica and so forth in a clear and easily-understoond manner. Their fact-checking is rigorous, to the extent that some stories have been delayed for months whilst the facts are established.

Clockwork Today

A regularly-produced glossy brochure in which the Clockwork Guild promotes its members' talents.

New Alchemist

Must-read material for all alchemists - licenced or otherwise - New Alchemist reports on the cutting edge of alchemical research.

Occult Correspondences

Less interesting than its name implies, this is a dry academic journal devoted to the publication of highly theoretical papers concerning natural philosophy and its related fields.

The People of Lasinia

Published in Horizon, this paper advocates, discusses and attempts to organise a "campaign for social justice" in Lasinia. What exactly this means is somewhat unclear, but would definitely involve the overthrow of the existing social order, possibly in bloody mayhem, and replacing it with something more egalitarian. It also specialises in exposing corruption and incompetence in high places in the Lasinian government (indeed some have said that it must have multiple sources on the inside). Needless to say the People is illegal under pain of imprsonment or worse in Lasinia, and the unofficial spies of Lasinia are forever trying to shut it down.

The Grapevine

Of course, the printed word has no monopoly on truth. Many stories that don't make the newspapers still get the underground buzzing with rumour and speculation. The most widely-circulated speculation is presented here.
