The Mayoral Legions

Formerly the Imperial Legions, but with the disappearance of the Imperial government the name and allegiance changed. The Legions are vastly reduced in size; once upon a time they were vast and marched across the world like unstoppable war machines, now the Treaty has compelled them to drastically reduce their size and to purge themselves of hardcore Imperialists. They patrol the border and the roads into Horizon, they drink a lot, they pine for their former glory. Two divisons are worth noting.

The Imperial Guard

The Imperial Guard guard the Emperor. Specifically, they are charged with responding with excessive violence against any attempts to release, acquire, or otherwise tamper with the Emperor. The Emperor escaping would provoke drastic measures from the Four Nations, the Mayoralty, and indeed just about anyone who has an interest in Horizon not being burned to the ground by punitive military raids. Really drastic measures. We're talking joint Mayoralty-Four Nations raids on the session, mass arrests and interrogations of the PCs, and those who seem to have been involved with the disappearance or the Imperialists being taken out back and shot.

And nobody wants that.

The Military Diplomatic Service

The Military Diplomatic Service ("the SERVICE") are elite mercenaries, often hired by the Four Nations for missions they cannot send their own forces on for sensitive political reasons. Colonel Zero first came to prominance in the Service, and as a result the Service enjoys a fair bit of prestige these days; the Colonel still visits the regimentary barracks for a piss-up every once in a while.

The Naval Registry

The Naval Registry ("the REGISTRY") deals with threats to shipping. Officially, this means that they keep an eye on the docks to make sure people don't sink trade vessals, man the coastguard, send out patrols to look for pirates and whatnot. On an unofficial level, they send agents into the Docker's Union who can, if necessary, disrupt its proceedings to prevent strike action being taken, and if a strike *does* happen they can help the troops put it down. On a really top-secret need-to-know level, they issue pirate ships operating out of Horizon with letters of marque, coded documents which state that they are allowed to prey upon foreign shipping by the Government of Horizon and the Horizon Navy isn't to hassle them.

The head of the Legions is the All-Fields General.
